- Summary
- Discusses the role of Henry Caswell, senior engineer and surveyor, Water and Sewerage Branch, NSW Public Works Department. In 1909 Caswell prepared a report on the drainage of two alternate sites for the capital at Canberra. He entered the 1911 Federal capital design competition in partnership with Charles Coulter and W. Scott-Griffiths. The article discusses the merits and shortcomings of the Caswell plan versus the winning design of Walter Griffin.
